Recipe needs revised to list sugar in the ingredient list.

This recipe is written rather strangely. Some of the ingredient quantities are mentioned in the instruction steps (1 cup of sugar in Step #3) but not all. The ingredient list is not presented in the order that they are used which is standard practice.

Looking at older comments it appears that there were other problems with this recipe when it was published twelve years ago.

I make a similar thing from a recipe I copied from Smitten Kitchen.  That one calls for 1 cup of sugar, which you rub the zest into to get the most flavor from it.  Hopefully Posie Harwood Brien will chime in with her own answer as a final word.  Usually her recipes are spot on.
